13th November, news came from Urban Landscape Management Office of Urumqi that the comprehensive cleaning and control work for outdoor LED displays will be put into effect. The LED displays without meeting the regulations will be dismantled.
As reported, there are 29 LED displays which have gone through the legal formality in Urumqi before 2010. Since there is no related regulation for LED display, none of the project has legal formality after 2010.
Mr. Wu , the deputy director Urban Landscape Management Office, told the reporter that all the LED display for advertising in Urumqi shall be go through the legal procedures. The setting rights shall be obtained through public bidding or auction and the project can be started up only after approved by director of Urban Management Department. The large outdoor LED display without legal procedures shall be dismantled by owners themselves before 20th November. Exceed the time limit, the city management administration law-enforcing department will take mandatory dismantling for these projects.
In addition, the original LED display projects which is out of license period shall be regulated by the owners or operators themselves before 20th December. Otherwise the display will be dismantled by related law-enforcing department.
